Tabs are planned for JQM 1.4.

In the meantime you can use my widget: demo / code

You will need to replace the collapsible and collapsible-set widget in JQM souce code with the two versions I did. Then just you can set data-type="horizontal" on a collapsible set to make it into a tabs.
