Is there a way to determine programatically thru methods if a popup is already open on the screen?

Assuming your popup page has class my-popup. (Search the forum why using an ID is a bad idea...)

Check your URL GET parameters for the ui-state variable appended when the popup if active.

I tried using your method for checking popup state but for some reason it doesn't work.

listening to click of a button and check a popup is open or not is not going to work.

As popup will be always closed when clicking outside it...

Probably your actual application scenario may be different....
