I am trying to build a HTML5/CSS3 mobile app using Dreamweaver and PhoneGap.

I need the app to authenticate username and password of a Joomla site.

What would be the best way to do this?

You can use liveHTTPHeaders Firefox addon to determine how the joomla login is done, how the session is managed, etc. That would be a good starting point. Then you can build your mobile login app to do all that.
