The menu and tooltip plugins are currently in the in-development phase. Both are under active development and are two of the highest priorities of the team currently. An early version of menu made it into 1.8, being used by autocomplete. The version still in development will be standalone and more general-purpose. Tooltip is coming right along as well. You can track the progress of each on their wiki pages: Menu, Tooltip which include links to demo and test pages.

If either is moved from their branch to master before the first 1.9 beta it will be in the 1.9 final release. If by 1.9b1 either is not release-ready, it won't be in the 1.9 release. That's as much as we know. The only time we commit to a particular plugin being in a particular release is when it moves from branch to master during that release's alpha phase.

As far as when that could be, we're hopeful we can have the 1.9 release cycle completed in months not a year (as 1.7 and 1.8 were).

The latest state of development on the jQuery UI Tooltip widget is available in our 1.9 Milestone 1 release. See the blog post for more details.

Will 1.9 final include only tooltip or some other widgets (like menu) as well?
