The problem is that if you try to scroll the panel vertically it sometimes does not scroll if you happen to start scrolling on top of a list item that is collapsible.  Is there a better way of making the new panel have collapsible entries?

1. hide the loading icon.
2. check the xhr object to see what type of failure it was.  If it was a certain error say 401 then redirect to the login page.  If it is any other type of error then use the current mechanism for displaying the error message but with custom text.
