"d.widget is not a function" core/ui/tabs issue

Using jQuery UI
I'm confused why this (seemingly out-of-the-box) jquery widget isn't working.
This is in the HEAD of the doc (paraphrased here!):

...script type="text/javascript" charset="utf-8" src="jquery.ui.tabs.js"...

But I'm getting a javascript error: "d.widget is not a function"
I'm calling the jquery function from an external .js doc that I call after the above calls:

$("#tabs").tabs();
});

I don't think I've made any dumb syntax errors here...any advice?
