#4919 Add a hoverClass method

What are the odds of implementing this
(http://dev.jquery.com/ticket/4919) in 1.3.3 or 1.4?
Sure, its easy enough to write, but its also repeated so often again
and again, that it should be worth to add it as a method to core.
