I am new to JQuery. My requirement is For every 3 years only user can apply for this request

For Example 

Submit request 10/01/2017 ,he can eligible again 11/01/2020 only. Before that he can not submit the request.

I am not getting how to add 3 years to current date 

Could anyone can help me please.
