Alpha 3 - Swipe on Collapsibles

I am using Alpha 3. When I try to swipe over a collapsible header group to move them up or down, the swipe doesn't work and the collapsible expands instead. Is this a bug in Alpha 3?

(In my testing, this occurs on Android, iPhone, and iPad)
