Can jquery do THIS?

Hey everybody - awesome forums (n00b here).

So - I have a client that LOVES the look of the scrollbar on this site: http://www.paulmatthaeus.com/, but doesn't want to use flash.

Question: Can I recreate that scrollbar with jQuery (little dot with a line that moves the div up and down)? Any tips or direction would be helpful.
