Combine TABS capabilities

Is it possible to combine the features of both the Sortable Tabs and Simple Manipulation? I also would like to use the final tabs in a forms layout so users can add more tabs and then reorganize them on screen. Furthermore, I want to add the ability to insert another set of Tabs or subtabs.

Just need some guidance how to write the code.
