complete and utter noob, needing pointing in the right direction.

This is my first post, so please be gentle.
My only experience that even comes close to what im trying to achieve is with vba in excel. I dont even know if jquery is what i need or to be honest, precisely what jquery is used for. Omissions to one side though, i am a tenacious son of a gun and hopefully with just a little help being pointed in the right direction, i hopefully will be able to get my head around it and plug away.
My aim is to create an application/s that will allow users to use this as a tool to provide guidance with customers over the phone with how to navigate/perform certain actions with mobile phones. Ive tried numerous ways of googling this query but the words mobile and simulator just keep throwing out results that assume im wanting to design apps for a mobile device.
My simplistic/inexperienced way of looking at tasks like this makes me think that i essentially need to take a whole heap of screen shots and then hyperlink the individual menu options/app icons etc so that the mouseover/click event triggers the corresponding page etc.
any assistance at all would be grately appreciated.
