Create Shapes based on user scroll

I'm looking for some help how I can create paths using paper.js based on the user scrolling wrapped in jQuery ? I was thinking using Adobe Animate but thought it may not be able to accomplish this even though it implements Canvas, HTML5 for all devices better then older technology such as paper.js; which I hear is slower for tablets for which I want to target up to desktop\laptops.
