Developer center mockup


The final item on my to-do list is to make the Development page fit
into the rest of the site design and look a bit more up-to-date in
terms of what we're up to.

At the top left, we think adding the latest status update (originally
on the wiki) to the page so everyone can see the latest status is
probably most important.
Below that, all the ticket report links are listed out in a compact
format along with an intro that explains the process of getting an
account (needs some writing help).
The right column is reserved for a set of links that will be useful to
all developers and is positioned as a way to get involved so there is
a bit of a call to action.
We can keep refining the content of this page, but it's a decent start
that feels more inviting and collects everything in one view.
