I need a interface like that. 

i try different way to do this, (I hope my drawing is explicit, if you have any question don't hesitate, ask me ! ahah), in add i want keep the same footer and header.

The best result that i arrived, is the both scroll works but the external scroll from the iphone is disable (Impossibility to see the head bar of safari).

If you have some tip or clue, i'm really enjoyed , and if i succeed this i think it's a good feature for JQM. (Why not a little tutorial). I continue to search by my side. THX !
