Download jQuery UI

OK there seems to be a problem every time I use the custom download it's missing the css folder with all the files. So the widgets end up not working right. I downloaded the basic UI from another place on the site and it had the css folder. Is there something wrong or am I just not doing something right? I would like a custom UI theme.
