downloading widgets

Why can I not download each of the widgets independently of the core?
I already have the core, I do not need it included in each of the
widgets. This seems ridiculous to me. I want my /js/ dir to look like
this
/js/
/js/core.js
/js/slider.js
/js/tabs.js
etc..........
