Draggable Image under transparent PNG?

Draggable Image under transparent PNG?

Hi, I'm using the draggable plug-in and I want to overlay a static transparent png over the image being dragged, is this possible and does anyone know how I should be doing it. 

I have the dragabble image working but only when the image being dragged is on the top, I want to drag an image below a transparent image.
