embed tag hiding Jquery dialog.

Hi I am suffering with one problem. I have one embed tag which shows pdf on page. If user is not doing anything for a long time I am showing pop on screen but embed tag is hiding the popup behind it. I tried to increase z index of popup but it is not working.

Any Idea? How to resolve this problem?.
