External Panel on multi page html is hidden by content

I raised an issue here:  https://github.com/jquery/jquery-mobile/issues/7208

I am using a multi page template and an external panel.

When the browser accesses a subpage directly the panel appears but then is hidden by the content.

How can I fix this?
