Fixed Navigation Bar Scrolls Instead Of Staying Place.

I have included a fixed navigation in the footer of my pages.  

What I have noticed is that if I pause slightly using the navigation it stays in place as I want it to, but if I click/tap instantly it scrolls with the page.


Is there a solution to this?
