Starting Wednesday, when doing an availability test of our site, there have been issues with the CDN.  The file that's being loaded is https://code.jquery.com/jquery-3.1.0.min.js

The file downloads and browsers are still able to load it, but we get this error:

System.IO.InvalidDataException: The magic number in GZip header is not correct. Make sure you are passing in a GZip stream.
