Having it so draggable dialog always appears in the middle of the screen

Having it so draggable dialog always appears in the middle of the screen

Hi, I'd like to have it so that when a draggable dialog becomes visible, it is always right in the center of the screen, even if the user has scrolled down the page.  Any suggestions on how to do this?
