Help Hover Effect

Hi! I'm a newbie here, I would like to ask how to do this thing, this is the link http://unfold.no/#/people specifically the hover effect on the image then suddenly it becomes larger and at the same time it is showing text. I would like to ask if how can I do this in a JQuery. Thanks very much!
