Help please!

Hello i am new on jQuery :D And i wanted Thank developers :D

So my question is how i can make thing like here http://www.wowhead.com/items=2.7 and there is list.. when ur mouse over of it and u can move the bar or something.. sorry my English is not good. I am just wondering how you can do this? can somebody help? THANKS
