Help with site being viewed on an IPAD...

Can someone please take a look at this JS file for our company website... it is a Wordpress install... The previous developer was working on the site and he is no longer with the company. I've been tasked with taking over the project and fixing the issue.
The site when viewed on an IPAD doesn't view correctly. It is very small and either in the top left or centered. If viewed on a Tablet it appears fine. From what I've been told it was the opposite and he tweaked the code and blew out the IPAD viewability at that point.
