How are jquery plugins made?

I want to create my own effects function that will manipulate my image in a certain way. There most likely is a plugin out there that can do it but I would like to create my own. How are exisiting plugins made? Do they use animation software? I have seen Adobe Edge but not sure if that will work with jquery. Any comments will be much appreciated, thanks.
