How can I lock the Web-App screen so it doesnt move when someone touches it.

The web app screen moves when you touch the screen,(iphone)

i want it to be locked and stay solid, so users can touch and drag the elements inside the screen instead (right now the whole page/browser starts to move). It feels like the browser is being dragged.
