how to make navbar appears at bottom of window on page load

ON PAGE LOAD I want navigation bar to appear (as may be like fixed footer) at the bottom of the window, regardless of the window/ screen size.

(by the way i am using jquery code that makes navigation bar scrolls up and then become fixed at the page top.)
