Image Hover event with hyperlink in text

I'm hoping that I'm explaining this correctly. I have a list of images. I want to create a hover event on the image and when I hover over it, I want a slight see through background to go over the image with the specific hyper-linked title in the slightly see through background.

I know I've seen this in the past, but I can't find anything via google since I can't figure out what to call it. LOL.
