Is jQuery already pre-installed in web browsers like Internet explorer? For example, after I installed Internet explorer and I went to a adobe flash website, it said i needed to download and install the Flash plugin, but when I went to jQuery websites it works straight away, so is jQuery pre-installed in Internet explorer and all the other browsers?

And what happens when a new version of jQuery is released like jQuery 1.4, does Internet explorer and other browsers automatically download this?
