I've already beat you to it.
With the release of the new wiki/bug tracking/etc. I set a date for
jQuery 1.0 at the end of this month. Essentially, I've already frozen
most of the core API as it is, my big push right now is to fix all the
known bugs, then call it "1.0".
I plan on continuing to fix bugs with 1.0 into the unforeseen future,
however I'm going to be completely reorganizing the internal (and
external) APIs post-1.0.
I plan on making an official announcement about this on the blog, very
soon. I agree with you, though, what jQuery needs, more than anything,
is a solid, usable, base to work off of for future releases.
