jQuery install errors on two windows 8.1 PCs

Hello,
I am trying to download jQuery from jQuery.com. I have downloaded the uncompressed version and the compressed version and get different errors for both installs. I tried it on two windows computers and get the same errors.

Second problem

I have screenshots in a word document as an attachment to show you but get an error when I try to upload it from my desktop Please advise it says to contact the portal admin. I think I need more space to upload it. I tried sending the screenshot ias a zip file and separately as a word document with no success. Please advise on both issues Thanks Chris
