jQuery is not defined

jQuery is not defined

Hello to everybody. I have a problem. For looking  up some things via developer tools in my HTML page it says me:

Uncaught ReferenceError: jQuery is not defined jquery-migrate-1.2.1.js:521

In 521st line is:

}) ( jQuery, window );

what's the problem ? please help.
