is there a way to add a cookies banner to a site created using jquerymobile?

I tried the most unobstrusive ones but none of them worked.

I badly need to show a banner on all pages (until the user click the banner OK button) but I can't find one?

How can I comply with laws here in Europe with jquerymobile?
