Capturing and Programming for Mouse Events part 2 -HOVER ME

and it doenst work in my test html.

it appears but it doenst works. I hover over it and nothing.

have anyone experimented this?

I need to upload it to a server to see if it works?

or can I still test it in local hard drive?!
