Looking for a way to animate with Jpegs

Looking for a way to animate with Jpegs

I am looking for a way to animate with 15 jpegs...but the kicker is i want to be able to give controls to the users...such as Stop, Play, Faster, Slower, Frame by Frame...anyone have an idea on how i should go about doing this?
