Making a counter clock , with incremental buttons for the user

Hey guys , i need to create a counter like THIS one is there a plugin i can use for this ? or will it have to be custom made ? , the functionality will have to be similar to THIS  . 

Any Ideas ? :P


P.S. this is not a countdown ind of a thing , so iám not sure there are alot of plugins for this requirement of mine :P
