Resizble dialog, handle positions

The position of the handles for a resizable dialog are somewhat
misplaced, especially painful on the corners. Basically the same
indicates a border that I'd expect to be the handle, but the actual
handle is inside of the border. Is there a reason for that behaviour,
or rather a regression due to theme changes?
