Responsive design

I have a rather elaborate website that was designed without considering responsive design. I am now trying to rebuild the site as a responsive site. I am a newbie to j query with a background in animation(After Effects and Flash). I want to be able to load and entirely new page when I minimize the screen to under 650 pixels. Is it possible to this? Thanks in advance.
