scroll an indicator with target and highlight

It seems that I can either get the indicator to work (albeit not scroll across to home initially) or get my method of having the current link highlighted but not both.
Can anyone debug this or point me in the right direction or tell me 'you idiot you forgot this or this is wrong' please
