What I want to do I think would be pretty common. I want to assign a rectangular area for some content and then have it pop a vertical scrollbar if the content exceeds the height of the box.  I would like the have the scrollbar appear inside the content rectangle.

But I see different behavior in the big three browsers, with the scrollbar getting squished, general layout oddness, or no visible scrollbar at all.  Boxmodel seems to affect things.

This seems like a common need.  What do I look for?
