scrollParent() method to find the actual scrolling parent

Hey everyone,
I vote for the inclusion of a new handy method for jQuery 1.3, called
$.fn.scrollParent(). It works similar like the offsetParent method and
would be extremely useful in many cases related to collision
detection.
