Selectable with ctrl always on

Hello,

I am designing an interface which allows selecting multiple items. The default selectable meets my requirement if I press ctrl while selecting. To make it easier, I want an interface acts as if ctrl is always on. Can anyone tell me how to do it? Thanks a lot!
