sliding bar

Hi!
Have a problem
I need to make a sliding menu-bar. I've drowed how it should work..you can see it below.



Really cant think because of bears, roaming under my window and half-glass of VODKA i need to drink!
I'm from Russia!


Please, give me advice how i can do it!
