Sorting items in a list - in need of help.

I have a list that this time has seven rows. On some you will see "EXC" next to them (see fiddle).

What I would like to do is sort these so from the bottom they fill the required rows - in this case it would be the last three - but depending on the settings it could be more or it could be less.
