Hi,

I am wondering how I can make a spotlight/glow effect using jQuery or are there any plugins out there. 

Initially, this is how it is going to look:

When a user mouse-over it or click on the  link, it will turn into:

Right now, it is an image link, but I want to use text link instead. The green section is a div. 

So, I just need help with how to make the spotlight/glow effect in image 2.
