The CSS is not applying on the device.

I am new to this and would like to know about the steps required to use jQueryMobile in the Android application.
I have downloaded jQueryMobile and included min.css and min.js

When I run the application on emulator with API level 15 it is showing the web page well formatted.But when I run it on actual device with API level 10 it does show page without CSS
