Theme CSS and hover

Is there a reason why the hover pseudo event is not used in the CSS and the widgets have to apply JavaScript to the elements for hover? Seems like a CSS solution is more logical than having to apply a mouseover event to all of the links on the page which in turn increases the length of time for the widget creation.
