Theme setting - why I always get the default one?

Theme setting - why I always get the default one?


To my understanding, the theme is up to the CSS file under the CSS
directory. I down my custom package with the smoothness on
http://jqueryui.com/download. For some reason, I always get the
default theme, but not the smoothness theme. What I did wrong?
